check tire pressure as well as the tread of the tires. If they are old, worn down, cracked, weathered or over inflated, it can cause this. What type of springs does the car have? If the shocks are worn out, the car will bounce continuously.

stock shocks or adjustable shocks? when i had my kyb adjustables if they were on the highest setting it acted this way.

Lowering springs themselves can cause a stiff ride too. Find out what kind u have just to be sure they aren't stock coils that been cut.
