Turn A/C on, fan should run
The temp sensor is a common problem (get the good brass one NOT cheap plastic)
The relay for the fan is located in the CCRM (constant control relay module) on front of radiator overflow bottle, this is also a possibility

Fan will run with AC on at any temp?

as long as your ac works on the car the fan will come on almost immediately after u turn on the ac
