I've got an 89 coupe with a 4cyl is It legal to put a v8 in it or what ? If so where can I get the GUide lines for it?

The motor is more or less toasted! I've been looking on the bar site, from what I'm reading if I put a v8 in it it all hast to to the spec of whatever particular motor u decide to put in (except older motors of course) like if I went 03 cobra motor all exhaust trans and computer haft to be what's in the cobra correct?

iirc, if it was an option for that year/make/model (ie, V8 is an option for the foxbody) then you are all good. no ref.

But if you go with say a ls1 then all stated above must be up to spec right?

Here in sacramento a 4cyl to v8 swap must be taken to a referee (bar) so that your title will change as well. From what they told me, the vehical must have all smog equiptment on it, they will do a visual check to see all cats vacuum lines are correct. Then brake and lamp inspection

Mine was swapped, all smog equip and stock exhaust passed no problems here in sacramento. No bar here

I've done more than a few 4cylinder to v8 swap. Never ref them. As long as it has all smog components go smog it.

no need to ref as long as the motor trans was offered in that car for that year. All smog, vacume line, ecu, engine, trans needs to be the same year or newer to be correct. For example you cannot put a 1989 motor in a 1991 car but a 1989 car can have a 1989 or newer, 89,90,91, 2014 engine. Most smog techs are 1 scared to smog it or two understand the law but just verify the smog equipment and smog it as a v8.
