The owner says when he went to take it in for smog check engine light would not turn on! He checked bulb and replaced dash and it wouldn't come on! He said that the check engine lights where malfunctioning before 88! I wanted to know if anyone els had any knowledge on this topic!

These cars are very simple if the check engine light is on it is most likely a major part malfunction an example could be EGR, TPS, ACT, ECT. (Exhaust gas recirculation valve, Throttle Position Sensor, Air intake charge temperature sensor, Engine coolant temperature sensor)
Most codes get logged into the system without showing a check engine light. Usually something is disconnected or really malfunctioning if the CEL is on. This doesn't mean the car is bad just a electronic sensor.
You can do a key on engine running self test with the computer and it will flash all of the codes.
The ford EEC IV is a really simple computer system in these cars. If you really want the car pick it up and put in some wrenching!
