can a saleen tonneau cover from a 99 mustang fit in a 95 convertible?

Yes, 94-04 are the same tops.

They have sharper character lines, but yes, they will fit.

Now the rear seat belt might be different. I think the 94-96 were different from the 97-98. Not sure if 97-98 are different than the 99-04.

If you're speaking in reference to the tie-down setup, you're correct. 94-96, 97-98, 99-04. It's specific to the seatbelt buckle. Good luck finding a tie-down buckle for a 94-98 car...even the 99-04 ones are somewhat limited.

Advice? Go to your local Pick n Pull. Pull the rear seatbelt out as far as you can for the same year as yours....and cut it off. Make your measurements and then take it to a car interior shop, having them insert a eyelet and sew it up.

There is a small visual difference that nobody would notice unless they looked for it or someone pointed it out. The 1999-2004 speedster covers have a extra lip at the center, tear drop section (the part that you see between the two front seats). I didn't notice it until I we parked two cars side by side.
