They have a basic 331 stroker kit e cam trickflow heads upper and other smog legal parts on. Passes smog with flying colors..what's the rear wheel hp they should see on this type of setup?

I am interested in the build, the OP is talking about.. I recently asked about building a cali smog legal 331.
Most advised it was not possible, w/o replacing the SD(speed density) w/ MAF. That would NOT be legal, on my 88 LSC.

Myself and others REALLY want to build one, retaining the SD and cruise control, AND PASS SMOG.

Dude you have to log in search the treads on 331 builds,and then post some questions if you need
specifics. I don't know what you looked at , but Bluegrass(member handle) has a lot info on MAF, heads Intake, rotating assembly. if you want a book on builds then go to Barnes and Noble, but if you want to be part of a network introduce yourself, no one is going to just answer a thousand questions for no one, put a little work in.

You were told it was completely possible...but the results may not have been what you were looking for, not to mention a complete waste of time throwing stock parts back on it. Additionally, you were advised that putting a camshaft outside of stock specs wouldn't work well with SD...hense the need to change to MAF. I personally spelled out a complete combo for you, what more do you want?
FYI, a MAF upgrade is COMPLETELY legal.
If you want to build a stroker and slap all stock parts back on it, for fear you won't pass smog, go for it. There are PLENTY of Carb EO legal parts out there; whether you want to use them is up to you.

But, some of you are ignoring the criterior I stated I want to comply to.
I want to increase torque about 40-70 ft lbs, while retaining the Lincoln qualities.
I know I will be leaving power on the table! But I will not "give-away" anything IE: cruise control, ABS, quiet smooth reliability, pass smog. I do not want to alter the hood.
This is why I would like to add cubes INSIDE the engine. Not a 351 swap, blower, nitrous.
And, unfortunatly, it must pass smog. I am asking if any cali residents have accomplished this. If so, PLEASE advise exactly what heads, cam, stroker kit, was used.
I have been to the NATIONAL Lincoln / Ford forums, but who in the "non-smog" states would bother with such a build? I wouldn't , except I have no choice.

Alter the hood? What the hell are you talking about? The engine block will not be any larger than what you have right now. WTF does cruise control, ABS, etc have to do with a longblock build? These are ACCESSORIES. They have NOTHING to do with the INTERNALS of a engine.
As stated, NUMEROUS people have accomplished this. It's not rocket science. Want a guaranteed combo? 347 10-1cr and use ALL your stock parts over. You will have the tq you want and it WILL pass smog.

I didn't come here to argue.
351 swap requires hood alteration and will not clear the ABS MC/Pump/controller assembly, on Mark VII's.
Converting from SD to MAF kills cruise control, on 88-92 Mar VII's. Their cruse operates via the ECM (BCM).

No one ever mentioned a 351w. 331 and 347 was discussed...and that's a 302 block.
