Been doing some research through google but thought I would post here for some suggestions.

1989 Ford Mustang GT 5.0 5spd,

New ignition coil, spark plugs, spark plug wires, cap/rotor, oil, fuel filter, air filter.

Failed smog only at the 15mph test:
HC (PPM) MAX 85 MEASURED 158 Fail

25MPH
HC (PPM) MAX 67 MEASURED 62 Pass

Any help would be greatly appreciated!!!

How long did the car sit before the test? also what was the engine temp? Are you running a low temp thermostat?

car has been rarely driven according to the seller and has sat for a while, few months. I am actually suppose to be purchasing the vehicle tomorrow so dont really have to many specifics other than the smog certificate he gave me.

Things I have read that may help, run the car for a while to get them tempature up,

Use Fuel injector cleaner,

Try "help u pass smog" additive

Clean out the MAF and intake manifold

Make sure timing is at 10*

no how long did the car sit before they tested it, you want that car nice and hot right before smog, so the cats work properly, these cars run at best nice and toasty, run it on the freeway before a smog, then make sure she is 1st in line. they wont tell you that..

Looks like it might need some cats, maybe just one or two, there is a way to cheat the test when its this close, get another spout connector for the distributor and modify it, by removing the metal jumper inside, so it will not advance timing when its installed.

Does that dummy SPOUT really work? Would the smog tech know, buy the way it ran, the SPOUT was open circuted?

MY 88 LSC passed NOX (as I recall) by 1 PPM, 2 years ago.
