I know the tires will go on the wheels but is this safe?20x8.5 wheels with 285/30/20 combo.

I once ran a 315/40/17 on a 17x8 rim. Its possible but may bulge and you won't take advantage of the contact patch the tire can provide.

The tire manufacturers recommended rim size is a good guideline.

Putting an 11" tire on an 8.5" probably isn't recommended. Putting a 12.4" tire on an 8" rim is absurd.
