What's wrong with your car and why won't it pass? In a lot of cases it will be cheaper to actually make your car smog legal and pass it the right way then to try and find and pay for an illegal one.

I don't know what it could be, I just did a full tune up, took it to smog and the HC's were over 1000 on both 15 and 25 mph test, so I took it to a mechanic and he said either my cats are no good or my smog pump is no good. So I got another smog pump and stock cat from a buddy that just passed smog a month ago and put that on with new o2 sensors and now my car is smoking like a chimeny so I haven't tooken it to smog yet
