To run fuel injection, must I convert my 408 to hydraulic roller, or can I do it with solid rollers?

what fuel injection setup can I get that's gonna be best bang for buck, not cheap, but not trying to be one off or custom. maf and injector combo? going in my 89 gt.

get an oil pan off of a late 80s-90s crown vic with a 351 in it.
Rob the distributor out of it too if it is efi.
If not, buy one for an F series truck with a 5.8 and TFI then change the gear up, if need be.
Buddy of mine has a clear coated 351 performer RPM clone for a EFI 351 he wants $300 for it. Brand new.
