I had a howling noise in that same area. There turned out to be a vacuum leak. Some vacuum lines come off my blower had touched the exhaust and opened up.

if it sounds like its coming from the pullies, it could be your smog pump or alternator pulley bearings

So where could I take it to get that fixed? Or what should I do?

Pull the serpentine belt off , start the car and see if the noise stopped.
If yes, spin all the accessory drives until you find the one that doesn't feel right, or pull them off and take them to autozone/pepboys, ect for free testing.t
