to #1 generaly not depending on where and how the car is stored. I've had cars stored longer with no problems.
#2 this is more dificult only because of the veriables. does it turn over at all or is there power to lights but won't start. does it make just a click sound or does it go click, click ,click in rappid succession? could be a solenoid, does'nt happen very often though. Have you had the starter tested? Are you getting power to the starter? also could be ignition switch. let me know what you find, I'm curious.

#1 well it was parked outside, for 7 months and i live by the beach...
#2 the engine turns over but does not start.. does not even try to start... sounds like its not getting spark..

New car, old car, make, model, year? does it have a computer? Have you checked for spark, fuel. I know these are basic but I don't know the situation, or how much you know about cars. could be alot of things, are you close enough that I might look at it? Or did you get it running already? let me know I'm curious.

to check spark take plug wire off an an put screw driver in there an rest it against the shock tower an have some crank it. there should be a spark that arcs off from there. but i think u just dont have gas in it. check that too good luck
