Here in Indiana, if you buy a car out of state. you have to have the VIN checked to make sure it isn't stolen. So I can only assume the same has to be done there.

As for smog, as long as all the smog equipment is there and all aftermarket (if any) parts have a CARB EO #...I don't see why it wouldn't pass smog.

U will need a few things

1. Out of state title
2. Application for registration (reg 343)
3. Vehicle verification ( reg 31 completed by dmv or peace officer)
4. Chain of ownership i.e. bill of sale (reg 262) or properly signed out of state title
5. Smog certification
6. Proof of insurance
7. Whatever fees due

U need the out of state title before california will issue a title. So be sure u have that. If u don't then u will need proof of out of state registration. And CA will register you as registration only, but u canot sell the vehicle to anyone else in CA until we issue a title.

U will need a smog so be sure it has all the equip. Some cars were built as 49-state vehicles and because of that they didn't come with equipment to pass smog in CA and it will show up on the vin. If it does then u will be denied registration. But I don't think ford made any stangs like that.

Proof of ownership means u have all ORIGINAL releasing signatures from the current owner on record on the title to urself. So make sure the seller signs off on the title and there is no leinholder. And don't send in any photo copies because they aren't accepted.

The process is actually not hard but it can be extremely difficult if u don't have all the proper documentation. So make sure the seller has all their shit together
