1. Install all 16, and snug down the nut by hand
2. Rotate the engine until the balancer reads TDC on the compression stroke.
3. Check the rotor in the dist and verify that its pointing at the #1 wire at the cap. If its not rotate the engine 360 degrees.
4. with a 1/4" drive ratchet tighten the following rockers until you can't rotate(they begin to drag) the pushrod with your fingers(which is zero lash).
Cyl #1 intake /exhaust
cyl #3 exhaust
cyl #4 intake
cyl #7 exhaust
cyl #8 intake
5. Now tighten each of those an additional 3/4 turn beyond zero lash.
6. rotate the engine 360 degrees, so the balancer reads TDC again.
7. Do the same as above. tighten these rockers again to zero lash
cyl #3 intake
cyl #2 exhaust
Cyl #7 intake
cyl #6 exhaust
8. Now tighten them an additional 3/4 beyond zero lash
9. rotate the engine 90 degrees and tighten these to zero lash
cyl #2 intake
cyl #4 exhaust
cyl #5 intake and exhaust
cyl #6 intake
cyl #8 exhaust
10. now tighten those an additional 3/4 beyond zero lash.

yeah, just follow 928's steps, take your time do it right and you will be..... good to go...... an extra 30 minutes working on your car will keep you on the road for many more miles....
