Your best bet is to take it to a machine shop and see what they can do for you. However, it deosn't look very promising as there is no where to tap for a new hole.

Very easy.
Have it heli arched by a machine shop then tapped.
may cost you $75 or so.
It's not a problem, this happens to manifolds all the time

Or if you want the ghetto idea, just JB weld a stud to the lower and use a nut. It is ghetto, but it should work. Just make sure it's the perfect height and square with the gasket surface.
