buddy of mine bought a 93 notch and the air bag light is blinking, what does that mean?

Count the number of lights when it goes off. So for example it might be like 1 blink, stop then blink 3 times. Its throwing a code 13. From there you can look it up.

Yup count for the code.
When I was a tech, most the Airbag issues in Fords was the clock spring in the steering column. Basically the connection between the airbag and the electronics that control it. The clock spring rotates with the wheel to keep the connection. They break frequently.

The easy thing to do would be just pull the bulb from the back of the instrument cluster or just disconnect the module. heck, pulling the fuse should do it.
Never bothered trying.
