Ok im in the process of removing my engine from the car and doing a major over haul to the car. When removing the exhaust and when i removed the driver side I found that it had a butter fly valve connected to a vacum hose.

My question is what is the purspose of this. and when i to to dual exhaust from headser to rear will i have to install this peace back in.

Can't completely answer your question because it was a long time ago for me. I had an 85Gt and converted to 87 and up true dual exhaust. I ran into that butterfly valve also, wasn't sure but believe it was related to cold start emissions. In anycase, I did not replace it when the 87 & up exhaust went in. I plugged the vacuum hose with a golf tee, tucked it away and continued for quite a few years passing emissions no problem as well as suffering no driveability issues. Granted, my car was stock and I just wanted true dual exhaust which I could definitely feel was less restrictive. Hope this helps.

The valve is to allow the car to warm up faster. It retains the heat through restricting the exhaust.
Clean it up and put it on Ebay. You'd be amazed what they go for.
