sometimes when im not in gear when im in neutral the ideal tends to build up ass if i was stepping on the gas...it doesnt get that high maybe like 2 rpms and then when i give it gas it drops down to regular..

has anyone had this problem and what did they do to fix it????

Can you see 2 rpm?
Do you mean 200 ? 2000?

check for vacuum leaks.
