I am 90% sure they are, but there is a difference between the armrest panels and the '89 and '90 no armrest panels. Those panels easily come off while the ones with the armrests have a bar through the middle of the panel that makes it very difficult to get off!

a '90 vert didn't have an armrest, so that armrest came from another car anyway.
there were no armrests in '90
just a blank cover where it went.

yeah it'll work.....only '90 didn't have them.
it's possible that late '89 and all of '90 didn't have them(those are the ones w/ the 25 years badge on them)
but for sure '90 didn't and they were back again in '91 and up
