You should be pulling a vaccuum at idle. Something like -5 to -10 psi.

no it means you don't have much of a cam(cams) in there and it pulls good vacuum. Having alot of vacuum is a good thing

At idle, you should be seeing vacuum around 17-19 in Hg.

Normal vacuum on 4 valves is around 23-18 inches.
You can't get boost in the driveway reving the motor because you have no load on the engine.

Did you not read the entire post or something? You need a boost gauge, and you need to go out and drive it to see how much boost you are making, there are more variables than the size of the pulley.
