I Just came up on a B-cam that has a little 1/8" circle of rust on one of the lobes. The rust is on the surface and raised not chewed out of the cam. What could i use to soak the cam in to remove the rust? And if i do remove the rust will the cam still be good?

As long as it's just surface rust you should be ok. Especially if it isn't on a bearing mount where it is rusted. That would be my only concern but you should be alright as long as there are no pits and it is still smooth. I'd get something a little less rough than scotch brite and use some engine oil or wd-40 to take it off.

Agree. If it's only surface rust, pick up some .80 cent Carb Cleaner or Engine Degreaser @ Wal-Mart and go at it. Just use an old toothbrush and work it. Pick up some new cam bearings and lube that cam well before you install it.

You think i could soak the whole cam in WD-40 or another rust remover or should i go at with a tooth brush and engine degreeser?

Why not some 1500 grit sand paper and go to work on it??

WD-40 is a sort of a multi-purpse cleaning solvent that lubricates metal objects temporarily. I don't believe you can damage the lobes or the cam since it's hardened metal, especially the lobe. As long as the cleaning tools are softer then the metal of the cam itself, you are fine. Just try some break cleaner and soft toothbrush, WD-40 soak and rag etc. Worse comes to worse, get a can of aircraft stripper and some gloves.
