I like the AFR (air flow research) heads the best. They make the most power and are emission legal. Also the Edelbrock heads are nice as well but make a little less power

It's hard to stay legal when fixing up a stang or any car in that matter. But there are a few Headers that are smog legal. I belive Mac Shorty equal length and long tubes are legal at lest it says so in the Mustangs Unlimited catolog. And so are the Ford Racing ones.

and it depends on your goals and combo to determine what combo is best for you.

My favorites are Edelbrock Performer heads, and they have the smog legal carb e.o. # right on them. Some smog techs dont care what they say on them though, and fail you on the visual-

why do people worry about smog legal? just get your car ilegaly smogged. just ask around to people you know, some one has to know a smof ref that will pass you.it might cost $150-$200 but its worth it.

The original TFS iron "street heats/Hi-Ports" are smog legal and have a CARB EO number. The original aluminum "street heats/Hi-Ports" do not have a CARB number but the do have the smog ports and will pass smog without issue.
