.98 volts is fine at idle... [patriot]

I like about 0.80 to .85 volts at idle and around 4.5 volts at WOT.

rule of thumb is .98-.99 at idle

The .98/.99V is a magazine myth. Somwhere in the 0.8X range is much better. Most multimeters out there you guys use aren't even accurate to .01 or 0.02 volts. I highly doubt any of you guys regularly calibrate your multimeters to keep them accurate. If you don't believe me, measure a single "AA" battery with two different multimeters and note the difference in readings.

dose the volts have anything to do with the way the car idles or run?and right now with my meter hooked up and the key to the on position i cant ajust it no lower than .98 were its at now,is there anything i can do if i want to adjust it lower?it seems like my idle got a little better at .98,before it was at 1.02 i dont know if im just tripping or not.

Yes, it affects idle. You can try backing out your throttle body blade screw a tad to get the voltage a bit lower. If your idle suffers, then put the screw back where you found it and call the project complete. If you were at 1.02 volts at idle and your meter is accurate, then the EEC was never putting the motor into idle strategy [Eek!]
