JohnB suggested to me that my rev limiter "problem" might be just my particular cpu... I know that little variances happen in production in the Computer world (a cpu geek here)
so, I dis some research, and found out something neat...
My cpu has the code: U4P0 on it, and I found a website with some interesting info that had some info on how the EECs are calibrated...
My complaint was that my rev limiter does not kick in at the 6250 that I've read/heard about, but about 5400 or so... I found my Cpu series' calibration info and discovered:
U4P0
5550 # Enable stage 2 rev limiter (RPM)
5800 # Enable stage 3 rev limiter (RPM)
5450 # Neutral stage 2 rev limiter (RPM)
5700 # Neutral stage 3 rev limiter (RPM)
whew... I thought that my car was keeping a secret from me!
here's the other cpu versions rev limiters for yall!
J4J1
7500 # Enable stage 2 rev limiter (RPM)
6250 # Enable stage 3 rev limiter (RPM)
7500 # Neutral stage 2 rev limiter (RPM)
6250 # Neutral stage 3 rev limiter (RPM)
A9L
8000 # Turn on half-fuel rev limit (RPM)
7500 # Turn off half-fuel rev limit (RPM)
127.5 # Turn on 2nd speed limiter (MPH)
127.5 # Turn off 2nd speed limiter (MPH)
127.5 # Turn on 1st speed limiter (MPH)
127.5 # Turn off 1st speed limiter (MPH)
7000 # Max RPM (no fuel)
X3Z
6250 # Turn on half-fuel rev limit
5500 # Turn off half-fuel rev limit
127.5 # Turn on 2nd speed limiter (MPH)
127.5 # Turn off 2nd speed limiter (MPH)
95 # Turn on 1st speed limiter (MPH)
85 # Turn off 1st speed limiter (MPH)
7000 # Max RPM (no fuel)
So, anyone else have an U4P0 out there and wonder why it dont hit the 6250, there's why!
I hope this helps everyone out!

Cool! Glad that you got it figured out. Now you just need a chip to turn all that crap off!
