Im about to drop my aod, and this mechanic dude that lives down my alleyway, keeps telling me its the modulator. What it does is it will downshift when i get onto the freeway if i let off, but when i gas it it just revs back up to where it catches in 2nd gear.

That would be on the back of the transmission tailshaft and also the only thing there with a vacuum line attached to it.
