do the 2000 cobra r rims fit on a older stang 64-68 if not what will be needed thanks

The offset is too much to fit in the front. If you get a good set of wheel spacers that bolt on, then the wheel bolts to that, you may make it work, but I don't know what size spacer you will need.

my friend is running the 95 cobra R's on his 66 with 1/4" spacers up front. dont know if that helps at all
