Stock cobra with BBK longtubes and o/r x. If a bassini x w/cats is cut to fit the long tubes with using 2 cats will it pass smog? Are the cats on the bassini far enough back to cut to fit the long tubes?

If you get it to fit, it will pass the sniffer test no problem. It might be cheaper to buy a catted shorty H pipe and then re-sell it or return it rather than having a shop cut up your Bassani to make it fit.

Visully it will not pass, BBK longtubes are not legal in Cal.
