We think that there is oil in my buddys coolant system. He just rebuilt the motor not too long ago. Theres a sludgy type build up on the surface of the water in his coolant system almost jelly like.
Is this oil?

Flush the system (could be just dirt)..cycle the car (start/stop) for a day and then then check the coolant (especially the overflow).
Next thing is a compression check...
Good luck.

i think he has a coolant leak anyways, i remember putting that motor in, there was a coolant leak on the pass side of the intake, so you might want to see whats going on up there.
on a side note: its amazing how fast you forget things, and how you get spoiled with obd2 stuff.

This may sound stupid but no we havent even checked the oil level at all. We need to do that too. All he did was look in his radiator and saw jeelly like substance which smelled like oil floating around in there.
I think well do and oil change and coolant flush and see whats up.
