Powertrain Dynamics charges $500 for the purchase, install, and reprograming of the chip. Is this a good deal or can I go to a different shop, have the gears installed, and use one of those plastic thingys to compensate?

you cannot use one of the plastic speedo tooth gears because they stopped using those in 98. You either need an abbot box (100) or need to get it chipped.
