Been doing some research through google but thought I would post here for some suggestions.

1989 Ford Mustang GT 5.0 5spd,

New ignition coil, spark plugs, spark plug wires, cap/rotor, oil, fuel filter, air filter.

Failed smog only at the 15mph test:
HC (PPM) MAX 85 MEASURED 158 Fail

25MPH
HC (PPM) MAX 67 MEASURED 62 Pass

Any help would be greatly appreciated!!!

Is there a reason why the O2 sensor was not changed? It sounds like you were expecting problems and changed everything elase.
