Do I have to use a puller to change my pully? Or is there another way?

I used an impact wrench on my Vortech. Not sure how the pulleys are on other blowers.

it's a vortech. Also would I have to take the charger off the car to do it?

Naa, you should have enough room. Pull the upper hose off the radiator, use an Impact with a swivel. The bolt is fairly short. be careful not to lose the washer! Make sure you put Loc-tite on the bolt when you re-install it.

when I changed my pulley I had to use a puller. The new pulley should just slide on.
