I have a upper center console piece that has been painted. What is a good way to remove the paint and put it back to oem? Can it look oem again?

You need to use the paint stripper used for plastic bumpers, as it won't hurt the console itself. I've done this with good results. Go to an automotive paint supply and ask for "Super Stripper".
As for looking OEM, as long as the plastic is in good shape it should come out okay.
