a sticky should be made with known car thieves in the area, if anyone can get a list of names atleast and possibly phone numbers...

child malesters have to be registered right? why shouldnt car thieves.

you see a craigslist add, ask the guys name, with atleast a name and phone number you can somewhat cross reference and call the cops if you happen to come across something or just post that such add is suspicious, especially with the likes of craigslist
