The XCal2 is locked? Does that mean it has to be sent to SCT for flash? Are the Cobra wheels 17 or 18's?

the tuner can be unlocked by an sct dealer they usually charge 100-125 to unlock it thats why its so cheap.the wheels are 17x9's i do have tires but they arent in the best shape.
