"Drivers of cars that run 10.00 or slower in the quarter-mile and 6.40 or slower in the eighth-mile must have a valid state- or government-issued driver's license beyond a learner's permit. This requirement affects drivers in the E.T. categories, Super Street, Stock, and Super Stock."

Does that mean someone with a permit can drive a car that runs 10.01?
