Can't you car fax it and it will tell you all of where it was registered and serviced? Maybe a mechanic from where it was serviced could point you in the owners direction.

I know it tells you what city its registered in and when it had service, but does it tell you where it was serviced?

You can file paperwork with the dmv to find the last owner. But you better have a good reason to do that.
