I'd say $9500 max, 130k is a bit of miles.
99 has some differences than later models that would make me not want it though. Intercooler, shocks, etc.

99-02 have the same 4 spark plug thread PI heads, 03/04 have the 8 thread heads.
It's not that big a deal but you do need to check and re-torque the plugs on the 4 thread heads pretty often to make sure one doesn't blow out. I do it every other oil change on my truck, but I'm also making about 15psi of boost with it.
