Not sure about a 15k paint job, and 24k miles, but the motor has already been replaced. but in general, low mileage 03/04s are worth it to the right individual. I'd say with the stuff that's done to it, and if the miles can be confirmed, he's got himself a 24-25k car, no problem.

For the price you can find MANY 03/04's with >10k miles, I see them on SVTP all the time.
