That article didn't say it, but they will only issue those plates to cars that would have been originally issued them. So black and yellows up to '69 and blue and yellows after '70.

Always see old school plates in redwood shores were the rich people live on Thier new cars like Mercedes,audis,beamers and even on a farrari I seen were I worked at why is that they used there old plates and put them on there new car?
