Religion can keep people in line and away from current actions of others like unfairness and abuse. The idea of a perfect "LIFE" that will come after death lets people sleep through their current choices and circumstances.

Use a story like religion and everyone is being a good girl and good boy, if not then you can dictate the culture will punish each other and keep them in line even when they individually would act differently.
