I think the dude was running too fast for the camera to capture a clean image of him and when he got closer to the tank is when he slowed down and the camera picked him up.

+1... Crappy digital video cameras can sometimes do weird things. I had a crackhead co-worker setup a webcam on her laptop to record her commute home. The sun would overpower the CCD and would render like a spinning black four leaf clover. She was convinced it was a spaceship.
