From what I read in the article, everything was true but has not happened since 2006. He still killed thousands of women and kids and should still be responsible for it, even though it's been stopped since 2006. I think the communities that he destroyed are in still a fear of him and don't want to stir the pot so to speak. That's how much fear he's placed in them.
