Re-INstall the operating system. When it gets to the partition page, select the C drive, click format, then install on that partition.

The only way to permanently wipe a hard drive is to stick a magnet to it or grab your favorite power tool and destroy it.
But if you are giving the comp to a friend just reformat the computer if you have the cd installation discs or zero out the drive.
A specialist can recover data for a hd but it does cost a small fortune, lots of knowledge, and a clean room. But most people I know just keep the hard drives since they are cheap to replace.

If you dont have the OS disk then dont do it. Or you will have a big ass paper weight. And even if you format the computer technically the data is still there. Best thing to do is keep the hdd is you are paranoid.
But if you want you can wipe it clean from the dos prompt but you will need a boot disk from bootdisk.com. after that go to "Start-->Run" in the box that pops up type "cmd" then in the DOS screen type "format c: /s". That will get you on the way.

Yeah I woud go with the disk wipe too. If youre hella paranoid, then buy another one and install the system there. Im in the same boat as you as I'm gonna give my older PC to my sister and have to do the same thing.
Depending on the type of hard drive, they are hella cheap or get a super cheap one on Craigslist.
