Most likely a salvage title and it isn't smogged so that car is more trouble than its worth.

Your asking for trouble on your end if you try to sell it without a smog. Do some research and you'll see that when you sell a car your responsible for the smog. You can get hauled into court and sued for the cost to repair and smog it no matter what was written on the bill of sale.

that is a bad rumor, false, you cant overide a ca law by putting "as is", as is, is a term that only has a meaning after the car has passed smog, meaning it has no warranty ect.
