I'm not 100% sure but I'm pretty sure they came in automatic and 5-Speed

A real SSP woll be 5-speed, that must be a conversion. Look for holes in the front bumper.

Not all SSP's were 5spd's, ALL CHP's were 5spd, but then there were SSP's that were used for other government departments like the District Attorneys office and city workers also drove SSP's so no, not all SSP's are manual but very very few were automatic.

If it was issued to the D.A's office, fire department, or the city and the inti/engine bay looks like 93k then to me it would be very believeable but CARFAX is the only sure way to go if you want to know the actual mileage.

Look for the bucket tags behind the drivers headlight.

look at carfax. Don't look for plates or other shit. My ssp had its first record of anything on carfax at 98k miles before that it had no record only being sold.
