but doesn't that mean if you need to go to a referee, or if you fail smog, you're stuck and won't be able to register your car? Or am I seeing this in a different light?

This is a bad thing for car enthusiasts. But, it's only temporary until there's a new budget. I bet Arnold wishes he never revoked the car registration fee increase.

my 88lx is a swap aswell .I just pay 250 every 2 years. i just take my papers and i pass [Razz]

Yeah,thats a bad thing man.Referee helps make a lot of modified cars legal.

And what are you gonna do when that runs out?
I went to the ref with my motor swapped `89, and he laughed and told me to smog at a regular smog test station, I have ever since and haven't had a problem.

do a clean swap and have all the smog equipment functional with carb legal parts and it's not a big deal...
