"FDCA Project Background
The U.S. Decennial Census of Population and Housing calls for enumeration of the people every 10 years. There are currently 2 main aspects of a decennial census, collection of respondent data from paper form mailings, the Internet, and telephone, and then collection of respondent data by enumerators sent into the field. The latter is called field data collection. The automation support for these activities reflects the scope of the FDCA contract.
The process begins in 2007, when the Census Bureau will conduct initial activities for a dress rehearsal of nearly all operations planned for the 2010 Census, including the field data collection operations. This represents the final operational test of the entire complement of methods, procedures, and automation prior to the field data collection for the decennial census in 2010.
For the 2010 Census, significant preparatory operations begin in late 2007, with the opening, staffing, and automation and telecommunications build-out for 12 temporary Regional Census Centers (RCC) and the Puerto Rico Area Office (PRAO). Office build out of approximately 450+ temporary Local Census Offices (LCOs), which will eventually support 27,000+ office staff, who will monitor, manage, and control approximately 500,000 mobile field staff will continue through 2009. From this framework of RCCs, the PRAO, LCOs, and mobile field staff, the field data collection process begins with an operation called Address Canvassing. The Census Bureau conducts Address Canvassing to ensure a complete address list for conducting census data collection operations. The FDCA contract provides both the office and field automation support required for Address Canvassing. The Census Bureau conducts approximately 18 distinct field operations for the collection of census data. The Census Bureau has designed these operations to collect data from people who did not respond to the initial mailings, or to enumerate special populations or people residing in special situations, such as the military, college dormitories, shelters, etc. The Non-Response Follow-Up (NRFU) operation reflects an operation in this category, which also will utilize significant automation support from FDCA. Following the field data collection operations, the Census Bureau conducts a final set of evaluation operations. These operations are generally used to determine the accuracy and completeness of the response data and the effectiveness of field data collection operations. Census Coverage Measurement (CCM) is a vital operation within this category designed to measure the coverage error of the enumeration of persons and living quarters in a decennial census. FDCA will provide the automation support required to conduct the type of complex interview required for the CCM operation.
IT Technician Roles and Responsibilities
IT Technician shall provide support at the Region Census Center (RCC) for 8 hours per day between 8:00 A.M and 5:00 P.M. local time, 5 days per week, Monday through Friday.
FDCA offices will be closed and support is not required on the following federal holidays:
New Year's Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
IT Technician will provide support for the custom software applications developed by the FDCA Team.
Additional IT Technician duties include:
Support MS Office applications
Assign laptop PCs, aircards, and printers to the mobile work force
Update the FDCA Asset Management Data Base as required
Coordinate warranty replacement activities with the Help Desk
Support daily meetings and or weekly meetings with Harris FDCA Field Support Team
Provide weekly status reports to the Harris FDCA Field Support Team
Perform initial OCE hardware and software fault isolation and resolution
Accomplish Moves, Adds and Changes of RCC equipment within the RCC
Provide first level IT support to local RCC users
Act as the local point of contact to coordinate all RCC field maintenance activities
Minimum Qualifications:
High School Diploma or GED
6 years of experience related to the position providing customer service and/or support to technology users and/or technology specialists.
Equivalency: An equivalent combination of education and relevant experience may be applied at buyers discretion (i.e. 4 years related experience and an associates degree)
Bi-lingual (Spanish/English) speaking (applicable to PRAO location only)
Ability to obtain a Department of Commerce Clearance (All applicants will undergo a pre-employment background investigation for the Department of Commerce. Individuals who have had a recent background investigation with another Government agency, which meet Department of Commerce requirements, and which can be verified by the Office of Security, do not require a pre-employment investigation from Census. Type of investigation, date, and verification contact must be provided to the Office of Security for investigation)
NOTE
All FDCA provided hardware will be maintained by Service Level Agreements with the vendors. The IT Technician will not be opening hardware and performing any removal and replacement activity. It may be necessary for the IT Technician to replace an entire device such as a phone. The IT Technician may also be asked to provide eyes and ears to help a remote technician troubleshoot problems. This activity would not involve opening cases.
The IT Technician will access and update the FDCA Help Desk system for all Census requests for support, hardware, software or any procedural request. This will include all problems/issues that are resolved at the time of the request by the IT Technician where contacting the Help Desk for assistance was not required. The IT Technician shall access and update the FDCA Help Desk of problems experienced by Census field personnel, even though the problem was resolved by Census field personnel without IT technician assistance. Census field personnel are responsible for reporting these problems to the IT Technician for transmittal to the FDCA Help Desk.
Training
On-Site training will be provided at the Harris facility in Largo, Maryland.
Clearances
Department of Commerce Midlevel IT (MIT) Public Trust clearances are required.
Clearances are required for all IT Technicians prior to working on-site."
