Do you mean the emblem lights up? Yes that was a very little know option, I think from 65-66. very hard to find piece if you're talkin about this.

It was a dealer installed option, very rare. I couldn't find anything online real quick about it, but they do exist. I think I saw some reproduction ones somewhere. If the part on your father in-law's Mustang is an original FoMoCo part I'd tell him to take it off and keep it safe. It's worth some cash and it's rare, you don't want someone walking away with it.

It is a ford rotunda option some dealers sold them but not all. it was avalable in late 65 and 66. if its an orig one it should say rotunda or fomoco (most say rotunda). Some were even glowed amber instead of white. There is an company repoping them for around fifty bucks. i have installed one on a customers car. the one i did was wired to the headlight switch. Some of the other ford rotunda options were- cleanex box, dash compass, deicer bottle under hood, horse shoe shaped bumperets front and rear, and hood emblem with the horse jumping off the hood like a jag emblem.
