I think the only difference is the rims, 98's came with the thinner 5spoke cobra's, correct?

I "heard" that the 98's had a little more power than the 96-97's, but its probably wrong. If I had to choose between the two, I'd go for the 98 cobra because it does sound better when saying it out loud

Stiffer fire wall, no strut tower brace, no dash clock, and more agressively tuned EEC, obviously the specific 98 wheels....

Some other stuff, but I can't remember....

The 97 Cobra is the only SN-95 to come with a honey-comb grill behind the running horse. Weird, I know.

98's have plastic IMRC plates, 96-97's have aluminum.
