No they should not be exempt. Even though they are held to answer to a higher standard, they are human and make mistakes like anyone else. Cops are like any co worker any of us have had, Some are go getters and some are lazy assholes that have no business being cops in the first place.
On the other hand cops give other cops tickets just as often as anyone else just for the fact that they should know better, and are not above the law and the ones that think they are an embarrassment to the one that bust their ass to maintain an above level of integrity . Just my .02.. [patriot]
